Interesting error! First of all, I don't think it's related to the Image Optimizer. I see the license is assigned to "Web Docker Development environment", that makes me think. Do you have the ZIP extension enabled?

The ZIP extension is needed to extract the archive it receives from the marketplace. That might be going wrong. (other than the bug in the core that causes the exception, I think)
