Will this work for Clonamental Theme?

Permalink Browser Info Environment
I have been using the basic Elemental Theme and just discovered a glitch where the regular registered user's profile page pulls up the Admin "waiting for you" section when editing their profile. So, I switched over to Clonamental Theme, but on that theme the user does not have the option to edit their profile. Looking at your screen shot view it looks like the Edit Profile is at the top of the Edit Mode for Admins.... My questions are:
1. will a regular registered user be able to easily edit their profile-
2. if so, where should the Edit Profile Block be placed on the page? (Site Wide Header or need a new page of its own?)
Thanks in Advance.
