Issue with files showing for Guest

I enabled permissions in the file manager for "view" & "search" (see attached screen shot), however users who are not logged in can not see in files listed by this block

I've heard of this problem before, but it came down to some bug in concrete5.
Do you mind if have a look at how the permissions are set up on your site?

This is also happening to me. Advanced permissions are on and the default settings allow for Guests to view the files, but if I enable permissions on a fileset, even if I change nothing, the end users cannot see the files in the set. Is there any way to resolve this?

in terms of the add-on, I've not changed the 5.6 version for quite some time, so if there is a bug it may be in 5.6.3.2.
I'm happy to investigate with a fresh install, but before I do that, have you checked the actual permissions on the file set and the files themselves? Your screenshot is the 'global' file permissions, but the file sets and files can override these settings with their own permissions.
Caching might also be the issue here.
