Yes, this is a typical situation. It's best practice to either reduce the font size of the menu (using responsive CSS styling) or limit the number of top level menu items. Off the top of my head, the background colour is applied to the "UL" element, but you could apply it to the surrounding DIV tag or even the individual LI elements. But I'd suggest the first scenario of reducing font size or limiting number of menu items if possible.
