IAM Role doesn't work for non-us-east-1 region?

I've tried the IAM role instead of access key/secret code.
But I've got the following error when I tried to visit File Manager.
I cannot even open File Manager.
Is it probably because I'm using at ap-northeast-1 (Tokyo) region?
