Slate error from scrapbook

When trying to put the Services page into edit mode from slate an error will be produced regarding block handles.
Running this code in phpMyAdmin will fix it:
UPDATE BlockTypes SET btID =100 WHERE btHandle = 'core_scrapbook_display'
There seems to be a block that was loaded via clipboard that cannot reproduce on our installations.
