I noticed there is a new update for Frameworks how can I obtain that new update? When I click extend concrete and look at the package it doesn't say this theme wants to update?

Have you linked the license to this theme to your site? Once you do, the update button should appear. :) Let me know if it doesn't so I can investigate further.
