Is it possible for this site, to make different user profiles that can log in to see paid content? Any payment functionality?

Themes are usually focused more on design - but what you are looking for is function and you should be able to find those in the addons section. The profile permissions are built in to the core of Concrete5 so that shouldnt be a problem.
