blocks and themes not there

Just purchased and activated it on my site. there are no Blocks and none of city style are available. The theme has been activated but it is only giving me the basic C5 content?

I assigned the it to my site and clicked activate is there another step I have missed?

Could you please confirm that you've installed Fundamental as a package and whether you installed using none of the starting points?
