Cannot get Starting Point content to install

I cannot get the Oregon Starting Point content to activate. I'm starting from a clean installation, no content, wanting to use the Oregon Starting Point to get started.

I am an administrator.

I have linked to the Community site, downloaded and installed, and given the option to choose my Starting Point. I choose Oregon. The option at the bottom for overwriting content are greyed out and I cannot edit those. They are set to "Yes", overwrite content and start from scratch. I install from here and get a successful note.

After doing this, the site still has the old theme applied. There is none of the default Oregon Starting Point content. I choose to activate Fundamental in Pages & Themes. It shows the default colors for the theme and none of the Oregon Starting Point content.

What am I doing wrong? Am I expecting something to happen that won't happen?

Is there more advanced documentation that I'm missing? I can only find the documentation on the Demo site, which is woefully lacking in any troubleshooting support.

Searching for closed tickets hasn't been helpful.

Are you the root user of the site i.e are you user with id (1)?

If the options are greyed out then this leads me to believe you do not have permissions to import content when installing the theme.

I believe concrete5’s content importer only works if you are the root user of the site.
