How do I change the font color in the footer?
I went to design and the font for the footer is set to white but it keeps inserting black. I even tried adding a design to the block to make it white and it wouldn't work.

That is where I went to. It is already set to white so I tried to change it to other colors and it does not change, it defaults to black always.
Have you tried turning off and clearing your cache? I have tried this and it works just fine on my local copy. What blocks are you adding... content blocks?
Yes, just content blocks. Already tried clearing and turrning off the cache too. This was a fresh install of 5.7 and this is the first theme installed.
Is there a file that I should look for that could possibly be over riding this option?
If I change back to just the normal concrete5 elemental theme, I can change the font color by applying a design change to that specific block. As soon as I apply fundamental theme again, no font color changing abilities.
I did get the font color to change just using the color selection in the editing text tool bar, but that still doesn't explain why it isn't working how it should. It is messing up the text on the slider also displaying black text on black background.

Just to clarify - you now have this working using the theme design tools? i.e. from the cog icon in the toolbar...
The block 'design' tools are not always the most reliable way to change color as theme specific styles can overwrite this to concrete5's own admission here -https://www.concrete5.org/documentation/using-concrete5-7/in-page-ed... "Note: Styles set here are often overridden by those defined within the various block types, or custom templates applied to the block.".
Is there any reason why you can not change the color directly on the text in the content block using 'Redactor'?

No the theme settings on the cog do not work for font colors. I could only get it to work using the redactor. Like I said though, it is messing up fonts in other blocks I try to use where I can not use the redactor.
Right OK, so you mean text that is not in the content block and that you have no redactor control over... yes this could be an issue.
The theme customizer sets text color but can be overwritten if the text is within a certain selector p, h1, h2... etc as these are more specific rules and take precedent.
In the next point release we can try and improve the code so that the color catches more selectors. This should help.

Look under the 'Footer' section for 'top text' or 'bottom text' depending on what footer you are editing.
