Footer moves under Header Image Full with Internet Explorer / Background color for the Header not working in Graphic Properties

Hi,
When I visit my website on an Internet Explorer browser, the Global Footer appears under the Header Image Full.
When in edition mode, then the footer comes back at the right place....
Another question : I have tried to change the color of the Header in the graphic properties to apply to the whole site, but it is not working and I had to change the color manually on each page. Is it maybe because I have also tried to add a background image for this zone ? The problem is that once installed the background image cannot be removed...
