2 slide navigation bars problem

Hi,
I'm having this weird issue, when i sign out of my site athttp://designandpublishinggroup.be/...
you can see there are 2 slide navigation bars. When i sign in, there is only one visible (see screenshot) .
I can't figure out how to fix this. It seems that it is always the French navigation that appears on top of the other.
Any ideas?
