just thought I'd say I think its to do with licensing, there may be something snarled there because I have been moving licences around and deleting projects

can you check that your packages folder has the right permissions?
If this does not work, you can always download the package and upload it manually to your packages folder (if you unassign the license from your project, you'll see a download button).
By the way, I see you're using concrete 5.8. There is a bug when installing the theme on an "Empty Site" (when you install concrete5, you can choose to install the sample content or an empty site). So I'd recommend installing concrete5 with the sample content if you're using 5.8
