When you set up multilingual settings, the footer's global area does not work well. "Header Navigation" will be for added language, but Footer is shared with the original language. I looked at "/packages/theme_pixel/themes/pixel/elements/footer.php" etc, but it seems that there is not a problem as declared in "new Global Area", but in reality it is Because of the common language and Footer language, it can not practically be used in multilingual settings.
