Top navigation shows all items to guests

I've set some of the items that appear in the top navigation to only be visible to Administrators, but they are still there when I'm logged on. Checked on a second device and same thing.
can you take a look at ahts.org/dir and see if you see the features of Pixel items in the top nav?

It should be a Concrete5 cache thing. Did you turn the full page caching on?
