Allowing users to select to view mobile responsive site or full (desktop) version of site

I love how on the Silence theme I can choose for mobile users to see the full (desktop version) of the site or the mobile responsive option, but I was wondering if I could put a link in the footer to allow my site users to choose which version they wanted. (defaulting to responsive first).

What would the code for that look like.
