Bootstrap Collapsible Accordion doesn't work when logged in as administrator

Hi, thanks for the great theme!
I have a page that uses Bootstrap's collapse class (https://getbootstrap.com/docs/3.3/javascript/#collapse) and it works fine when logged in as a standard user, but when logged in as an administrator it ceases to be functional.
I'm using the exact code as this:

This code is in an external form viewable on the frontend.
How would I begin to troubleshoot or fix this?

Are you installing collapse.js?
I think that It's not included in the theme.

I've tried various things I've found throughout the forums and the web, including placing
$this->providesAsset('javascript', 'bootstrap/*');
into Stucco's page_theme.php, but no success.
I think I'm just failing to understand how and where to include the collapse.js file. I only need it on one page in particular, but I'm just a bit dense apparently and the documentation seems to glaze over important bits.
If you can give me a step-by-step to make this work with Stucco, I'd be happy to buy you a beer! (not kidding, I'll pay you!) :)

UPDATE: I added:

And now it works with standard user accounts, but still not with Administrator accounts. Is there a conflict with whatever C5 includes for the top admin bar?

I've read through the (imperfect) C5 documentation but I can't figure out how to get this to work.
