Upgrade to 8.31

I don't mean for this to come off sounding like a rant, but I don't understand why concrete5 develops a new version (8.31), gives you a link to upgrade it (on the Welcome page), then delivers a "Page Not Found" when you click the upgrade link. Then, when you go to Update, concrete5 says your version is current. (Unless there is something goofy about my setup, of course, then could be all on me. Always a distinct possibility.)
I can ftp the upgrade and do it manually, I suppose, but why? These seem like pretty basic things.

I'm having the same issue - version 8.2.1 currently - it looks like it will require a manual update. The welcome screen announces the update, but concrete5 can't recognize, download, or install the the update in the dashboard.

Replacing the original concrete Directory (Version 8 and above)
If you want to minimize disk space usage and don't need to use the web interface for update Concrete5, you can replace the original concrete directory with a new version, and then upgrade through a particular route.
Download the latest core fromhttp://www.concrete5.org/download...
Unzip the file.
Replace these items in the web root with the ones you downloaded:
the concrete directory
the composer.json file if upgrading from a version prior to 8.2.0
the composer.lock file if upgrading from a version prior to 8.2.0
Visit your site in a browser.
That's it! concrete5 version 8 and above will automatically run any database migrations that need to be run to bring the site up to date.

The Update button on the Welcome screen was broken and is now fixed in 8.3.1.
