Does the Ad Server Package have a way to provide Advertiser reports? I would love if itcould either automatically send a weekly statistics report to each client, or even if each advertiser could log into a page and see stats for their ads.

The ad server provides click-through and page view reporting for any of the locally hosted advertisements. These statistics are only available in the concrete5 dashboard to concrete5 users that have permission to access those pages.
If you're looking to run a whole ad-network type system something like openx.org may be a more robust, but more difficult to integrate option.
