Could you explain to me how to control the balance of ad display in a group? I make changes to relative target impressions but this seems to make no difference.

In fact, when a new ad is added to a group the system prioritises this almost to the entire exclusion of the others in the group (all target impressions kept equal).

Can you explain what's going wrong? Thank you.
