The creation of blocks does not support adding a full list of users. Not sure what your eventual outcome would be, but you can script around it. Not sure how your scripting skills are. If you are really looking for an out of the box user list, you're better off scripting that yourself OR buying an Add-On that does this specific thing.
Perhaps I misunderstood a bit, so please elaborate if I am misinterpreting your question!
