Have a title and a subtitle for the tab

I can't figure out how to have a title and subtitle for the tab like the sample on myconcretelab page:

Full control over controls
I have tried to use html tags on the block title in the scrapbook, but they do not work. What should I do to accomplish this? I am using the template top tabs (just in case this matters)

I already have the design approved and I must have a second line with the top tabs layout. I already managed to increase the height space of the tab by adding some extra padding in the css. Is there any way I can have this feature enable for the top tab?

Just add where you want in the foreach (in view.php) : <?php echo $blockDescription[$k] ?> and you will have the text from the admin panel !

I tried adding <p> <?php echo $blockDescription[$k] ?> </p> to the foreach as you said, but it did not worked.
I look at the view.php for the default template and noticed you have <p><?php echo $optionalText[$k] ?></p>. I added and it worked. Is this okay or would it affect any other functionality?

You just need to add a text in the 'description' area in the admin of the block.
This features is not applicable to the top tab. Only for the default template..
They are not enought place to place description on top tab.
