Blocks added to the /blocks/ directory aren't displaying.

Hello.
I just ran into a problem while making a custom block. I created the custom block locally (using AMPPS as the server), and I used FTP to upload the block to my root/blocks/ directory after I finished it. After I added it to that directory, the block does not show up in the Add Block list.
Any assistance in this would be greatly appreciated.
