Thanks Barry, I appreciate the feedback. I'm not sure I want to add these options though because I feel they're of limited usefulness and I'm trying not to clutter up the interface too much. That being said, it shouldn't be too hard to customize your block to make these things work.

You can easily add the 'target="_blank"' to the links that are outputted in the view.php file of the block that is created. And for the anchor link, you could create another textbox field in your block and then in the view.php file you can take the value that is outputted for that textbox field and move it so it's after the url of the link (with a hash symbol in between). If that doesn't make sense let me know (or better yet, just post the view.php file of a block that you create so I can show you how to do it in there).
