Is there a way to use this as a access control system to allow file downloads for free?
We need to be able to allow site users to have access to public service information. Here are some parameters
• Users must register
• Links/Files should expire
• Files available at no charge
Will this add-on work??

you'd have to write a small amount of code..
You'd do it this way:
Override the register.php controller to put users in a certain group
Setup your pages to require that certain group to read them
Setup that group to automatically remove users once a certain amount of time has passed. (see attached)
