No scaling on photos

A bit of a strange question. I have a client who wants the background images to only fill a fixed vertical portion of the screen. The images contain text so if they scale up the text disappears. Is it possible to fix the size of the images. I tried setting he width and height of the view.css files in the main blocks folder and also in the templates folder but it didn't make any difference. Not sure if my add-on would be the correct one for what they want. The add-on is to make an image fit the browser window and scale accordingly.
You can't have it stretch one way and not another. You would be better just having a background image in that area that changes images or using the slideshow or TC Slider block.
