I'm looking into purchasing this add-on for a client's shopping cart however I have one requirement I need to meet.
I need the ability to set a "handling" charge or a base charge in ADDITION to UPS's charge.
Is that possible with this addon?

My USPS module currently has the functionality, but I have not yet implemented it for UPS. Twist my arm and commit to buying a copy of the UPS module, though, and I'll add it. :-)
I like your answer! The client needs it - so it's as good as sold if you can get that functionality in there.

I have just uploaded a new version of the code (v1.4) that supports per order handling charges and per package (US Domestic only) handling charges.
