I haven't heard of anyone having issues like this before. What version of concrete5 are you running? if it's version 5.6, then have you turned on some of the new workflow settings?

When it says add a new listing - I go to do that and I am not able to publish the files. Please see attached screen shots. It doesn't give me an option on where to publish the files so I can see it.

oh, it looks like you just don't have any jobs listings pages added anywhere on the site. One of those should be added by default, but maybe you chose not to have it install the default content. Add a jobs listings page somewhere to the site, and add the jobs search block to it. If you can't figure that out, then uninstall the package, and reinstall with the sample content.
