Can Page Timer be used with draft blog posts created in Composer? If so, how do you access it since drafts have no attributes menu?

Yes you can. Here is a documentation for composerhttps://www.concrete5.org/documentation/how-tos/editors/setting-up-a... In the page type composer settings just select the attribute to be displayed in composer and then it will do it.
