Custom templates

I've added a custom template to style this block, but none of my styles are showing up.
I assume this has to do with the core jquery ui. What can I do to customize this with a custom template?

1. How are you providing the custom template? Are you creating a new template in the templates directory and then selecting the custom custom template AFTER the block has been added, or are you modifying the core view / view.css files?
2. Are you using JQuery UI components on the website - so when you are logged out, JQuery UI is still loaded.
3. Have you tried clearing your sites cache?
4. Can you provide a URL to the website so I can take a quick peek too?
