I am afraid that what you intend to do is not what the addon was designed for, and can not be accomplished.
I have made an attempt using the free Box Grabber addon to insert the TOC into another page but since the TOC is filled on-the-fly, client-side, it does not work :(

Is there any kind of html that can be in a heading (and which appears in TOC) which when clicked would send the user to a new page.

Any HTML attribute or tags in the heading will be lost, the TOC only takes the raw text from the heading.
I'm not totally sure that I undestood what you mean, I hope that it answer your question.
