Guest Book not holding permissions

I recently noticed that on a page with different block permissions, the Guest Book has problems keeping the permissions set to it after any other block on the page has been edited!
Each time i make an edit anywhere on the page, I always must lastly go back to the Guest Book and change the permissions back to my settings. What i see is that after an edit takes place, somehow the guest book permissions go to "empty"! I click on "revert to... settings" and then make the adjustments again accordingly.

I also notice this when using the "Survey" block.... it does not behave properly...but when i change the theme on that page to "yogurt" it works fine. But I can not use the yogurt theme on the page which has my guest book on it.
