Two forms for one data table

Is it possible to duplicate a form and have it relate to the same data table as the original? I have made a complex multi-part form (87 fields) for a government project. Clients will enter information about their home's heating system. The form has has several "continue" or "skip this section" buttons.

Administrators of the project want to be able to edit customer information without having to go through the Continue and Skip buttons. It is slow and cumbersome. I duplicated the form and removed the continue, skip, etc. Is it possible to connect this form to the same data table as the original form?
