Why can I not add a new block in the design interface?

Hi,
Just been trying to upload and create a new block and I have come across this error:
I recenty made a new database import on the mysql db because there was an issue in the schema and for some reason Workbench deleted the db which is really really annoying but luckily I had a backup.
Can anyone help with this?
