Blank Time Entries Leave ":" For Value

From looking at the database, it seems like blank time entries using the time field still leave ":" in their values, so when you run <if value="Time">whatever</if> it always prints out ":" instead of doing nothing.

I thought maybe using one of the comparison values might provide a workaround but I've not been successful in that.

My syntax is a little off in my example. I meant <if name="Time">whatever</if>.

Welp, I figured it out.

<if name="Time" comparison="not equal to" value=":">
    Do something
</if>


That weeds out the blank time entries.
