Does this work across multiple pages?

For example, if I to add this block to a page and someone commented, would their comment appear on all pages that have this block or are separate pages treated as separate instances of comments?

The block treats separate pages as separate instances of comments.
It would be pretty much useless as C5 block otherwise.

What if you made a copy to scrapbook as an Alias?

No, the idea with the block is to be able to add it by editing page type defaults, and pass it to subpages of the certain page type.
That will result in lets say all blog posts to have a unique comment thread.
If you want to have a global comment block over several pages than you dont need this block, you can just simply paste the facebook code and run it as a HTML block.
