Unexpected Error

I wish I could be more specific, but I receive the following message when I try to create a form. I have made this simplistic and have created the base price, the email address of the PayPal Account, and have created 1 question. Even with this minimal information I still receive the error message:

"An unexpected error occurred. An error occurred while processing this request.< Back to Home "

Since the error doesn't afford any direction of where I should look to evaluate the error, can someone provide some guidance? What additional information do you need to know to help troubleshoot and triage?
