Language Manager was initially created to fix some problems regarding the language detection and loading of the localization files in concrete5 at a time when the Internationalization add-on itself didn't even exist.
5.7 fully integrates the Internationalization functionality into the core. Therefore, I don't think Language Manager is no longer needed in order to fully internationalize 5.7 sites. Also, the community developers have put a lot of effort in the concrete5's repository to make internationalization even easier than it used to be.
Feel free to let us know if there is something you cannot do regarding internationalization in 5.7 (or something you are struggling with). We are more than happy to give it a look and see whether we could serve that particular need in terms of a new add-on for 5.7!
