All pages after page with children displayed in sub menu

I have one page that has two sub pages, then two pages after that one that are NOT sub-pages.
Site map looks like this:
Home
-> Page 1
-> Page 2
--> Page2a
--> Page2b
-> Page 3
-> Page 4
What happens is Page 3 and Page 4 appear in the sub-menu for Page 2. If I move Page two to position after Page 4, then all pages appear as items in Mega menu. I really need to be able to have sub-menus only display child pages, and not the main pages following. This way I can have multiple sub-menus under more than one main Page in my site.
