At the moment, the ordering is based on the order the files are uploaded to the File Manager. I have on my to-do list to update all my add-ons which use Filesets to support ordering from the Fileset (in the Dashboard). At the time my first add-on was created, this feature didn't exist in C5, so some of the code to do with filesets has been re-used on other add-ons of mine, thus it wasn't supported. The workaround for the time being is to manually select each image in the gallery, which still works fine.
