Does the system send the User an email on successful payment from PayPal?
Ideally, we would like an automated email sent once the member has paid and been assigned to the group.

It's actually on the roadmap to make user defined mailings possible, but it is not done yet unfortunalty.
Additionally I cannot find a package that sends out an e-mail to an user when he/she is added to a group. So maybe I'll make one in the future (seems like basic functionality to me to be honest).
If you have experience with php-coding you can try to build it yourself through Concrete's Event system. Please let me know if you do, maybe I can help.
