Field Set and Form Step

Anyone know the trick to adding a step or a field set?
Everytime I try and add it gives me this...
"There was a problem with your form submission:
An attribute with the handle already exists."
And I have tried any handle. I even tried no_handle_exist.
It says it wont create so I exit out and there it is on my form. But there isn't a close or a way to configure the steps.

When you add a stepped form or fieldset container, there should be 2 questions added automatically. An open and a close. If you do not see this, and are trying to manually close it, then something is wrong. The AJAX loading can be to transparent at times in problem solving, but if you go to "manage questions", select "fieldset" and then "add question" and do the same, (make sure you select a form) then you might see an error outlining more in detail what is going wrong for you there.
Do this, if you have any further issues, please place a support ticket in.
