What do you mean by and http poxy?

Hi I'm a little confused as to what exactly you mean by and http proxy? what benefit does this serve?

If you hammer the Google servers too hard it could happen to you that your IP gets banned. That way it is ways easier to use a http proxy too hide your real IP address and change that in this rare case of a ban.

FYI: I got banned one time for 24 hour during development.
