Am I missing something? I can't seem to get custom templates in the standard method. Is this a normal or am I doing something wrong?

I can help but I need to know what exactly you're doing that isn't working:
What file(s) did you copy from where to where?
How did you alter the file(s)?
How did you choose the custom template for the block on the page?

Well, I uploaded a custom template to "blocks/sortable_fancy_gallery/templates/template-name" but no custom templates show up in the dropdown.
I am trying to (and did by altering the actual view.php in packages) display the description of the images under each image outside the lightbox/zoom.
It is working fine now but not sure why the custom template didn't show up.

You have the block name wrong in your directory. Should be:
blocks/sortable_fancybox_gallery/templates/template-name.php

(not "sortable_fancy_gallery")
