Changing color in Eloquent theme header / footer

Permalink Browser Info Environment
I am a moderate Newbie - so apologize for the apparent stupidity of the question.

Temporary site:http://jraellis.com/KSPHOTO

I am using the Eloquent Theme (12345j - Thank you, btw). It is 95% perfect for my needs.
I do however have a challenge with the following 2x things:
1) Changing the Nav Header Bar from Grey to White, and
2) Changing the Footer Bar from Black to White.

I have tried Dashboard --> Themes --> Customize, yet it does not seem to update or change the color. I have scanned through the various PHP and CSS files, and tried manually updating and changing any instance of the grey hex color code to the #ffffff, no success or change.

Could someone point me in the right direction to resolve this - have a bruised forehead from banging my head against a brick wall.
