built in customization design tool?

This is probably a simple question that I have overlooked the answer. How do I access the built-in customization design tool shown in your documentation? All I can get in the block edit and design menus are the C5 standard selections, nothing like the wide selection published. I started with the CA theme and turned Google Fonts on and tried to find any other selections that would fix.

Additionally, I can not get rid of a page pop up stating I have a version to review even though I deleted all versions but the live version for that page, I also cleared the cache. Thx Tim

Disregard the built in customization design tool portion of this message I have found at the page level.

The page versioning is not something that is controlled by the theme unfortunately, so outside of the support we offer here.
You may be best to post in to the general concrete5 forums to see if anyone has encountered a similar issue with concrete5.
