Problem with Fundamental Theme

I have purchased two licenses of the Fundamental Theme. One I have installed on a live site, and it seems to be functioning fine. The other I installed locally under Xampserver for the purpose of playing with. But for some reason, my local installation is not behaving itself. When I try to customize it on the front end, a lot of stuff is missing. For example, under "Presets", only "Default" and "Base" are available to me. Also, the "Fundamental Theme Settings" option is simply not available in the dashboard, while it is available on my live site. And although I opted at installation to install the content, it does not appear at all, even though the files are accessible in the File Manager. I have uninstalled and reinstalled the theme a number of times, but with no success. There's a bug somewhere, and it's driving me crazy. Thanks very much for any help you can give me.

Thanks for the reply. I am running PHP 5.5.11 locally, and Concrete5.7.3. I suspect the time has come to do a clean reinstall of Concrete5. The gremlins seem to have struck.
BTW. Am I correct in thinking that I needed to purchase separate licences for my live site and my localhost site? I bought the second licence because of the problems I have been having locally. I assumed that they were the result of trying to run two projects on the one licence.
Technically, no, you can develop and run a production install on the one license. So if you need one refunding let us know. Alternatively save it for your next build.
My apologies for being a nuisance, but, yes, I would appreciate a refund in this case. I am not a developer and won't be doing any further builds. So how do I go about seeking the refund?

You need to request a refund on the license you are using on the development site. You will be able to find the option to request the refund in your concrete5.org control panel
I have now done a clean reinstall of my local Concrete site. Installation of the Fundamental theme was more successful than before, but still not completely successful. On the positive side, two things have changed:

That's strange. Especially as you have it one environment. Have you tried clearing all your cache, and can you confirm what role you have when logged in. Admin superuser, or Administrator
Yes, I have cleared the cache numerous times, both before and after installation of the theme. As far as I know I am logged in as the administrator. I am not sure at this stage exactly what a superuser is.

I do not know what else to try. I have done a clean Xamppserver install, clean Concrete5 install, and have uninstalled and reinstalled Fundamental a number of times, but the Theme Settings panel just will not appear in the Dashboard. Clearly my desktop system has some bug somewhere, but finding the root cause is beyond this bear of little brain. Any ideas will be gratefully received.
Well I never. All of a sudden, for no apparent reason, the Fundamental Theme Settings are now appearing in the Dashboard. A total mystery to me.
I would also advise to make sure you are running the latest version of 5.7 on both your environments, installed via the zip download, there have been bugs in the core which are getting fixed.
Other than that I can't think why you would be having issues on one platform and not the other, but there is nothing in the theme itself that is platform dependent.
