Unable to install Milo Theme

I downloaded Milo to my computer the Milo ZIP file, unzipped it and uploaded it to the "Packages" directory, but the "Install" option does not appear in the Concrete control panel. If not, only the "Download" option appears
When trying to install it, it was not possible to do since the Theme needs to have the "fopen" command enabled with external URLs. I don't have access to editing php.ini file or WHM. I need to enable Milo in a way that doesn't rely on external settings that put the server and its users at risk.

is the Milo theme files are in the "../public_html/packages/" directory? if so, have you changed the file permissions to the file? It should let you install the Milo theme. Let me know if this helps.
