To add a team member, open up the pages tab on the right side of the top toolbar, and under "New Page" click "Team Member". Then, the composer will open for the Team Member page type, and you just fill out the form and save it.
For an existing team member, go to that team member's page, and click the Settings icon in the toolbar at the top of the page. That should open the composer page, and you can edit all the information there and save it.
The department list is a list of topics (categories) in C5. To edit topics, go to the dashboard, System & Settings, Attributes, Topics. On the Topics page, select "Departments" from the drop-down list to see the list of departments, and then you can add/edit/delete departments on that page.
